The key to a sustainable wood supply is an accurate assessment of resources at the local level. Large deviations in wood supply of +/- 30% compared to the current public frames model are impractical and unacceptable. Most supply estimates are now based on huge supply regions in which the quality of wood and the mix of species are highly variable. As a result, performance under the timber supply contracts between the New South Wales Government and the timber industry has been fraught with pitfalls. In the 21st century, it is crucial to invest in technology to accurately assess and monitor all of NSW`s public and private timber resources locally. Only then can timber supply contracts be concluded with confidence with better resource planning. Following the long-term rebalancing of wood supply following the Project 2023 process, the New South Wales Government mandated the Natural Resources Commission in 2015 to investigate the concerns of the North Coast industry and submit a confidential document to the New South Wales Government for review. As demand for wood products grows rapidly, the forest industry in New South Wales faces a number of important national and regional challenges, including: softwood and hardwood plantations supply more than 80% of wood fibre and wood to the timber industry in Australia. However, new investments in plantations are virtually at a standstill. In the last ten years, no significant area of long-rotation sawmill plantations has been established in New South Wales. What is needed is regulatory support for investment, regional infrastructure around strategic planting centres and the development of industry skills. The CALLS for applications are 20-year agreements with the Commonwealth which, together with the New South Wales Forest Agreements, Integrated Logging Approvals and PNF Codes, provide a framework for the conservation and sustainable management of New South Wales` native forests. The New South Wales Government has commissioned an independent review of Coastal Hardwood Supply Contracts (WSAs) to determine the effectiveness of the contractual framework for timber supply, noting that the WSA agreements date back to the early 2000s and much has changed since then.

Innovations in materials science lead to what experts call the age of wood. The economical wood products of cellulose such as cellophane, rayon and ethanol are well known, but the potential of new products is enormous. Today, wood-derived carbon fibers are used for the production of lightweight components for motor vehicles and packaging for food and beverages. The carbon saving of wood also has the potential to produce renewable „bioenergy” by burning wood pellets or liquid biofuels. Exciting new opportunities also exist for the timber industry in low-carbon markets as Australia moves towards a bioeconomy. By early 2017, a working document will be developed and open for public consultation to identify barriers to investment in new softwood plantations. This discussion paper examines all barriers to regulation and investment. In Sydney, the population is expected to increase by 1.6 million to 5.86 million by 2031, meaning more than 660,000 new homes will need to be built using wood as the main building material.
